Is it illegal in California to paint a blue and white plate, black and yellow?

I have a 2005 model that fits the bike look like a 60 bicycles. I want to pain the current blue on the white label has a yellow color on a black background. There is nothing anywhere on the web, including the DMV site says it is not good / OK. Im sure it probably is not legal, but I wonder if gross negligence or just a ticket to fix it.

Instead of looking at Web sites, only Call your local police or DMV. Websites are good for quick, simple news. Not for a complete list of all the little rules. Ask people who are in reality application, and you have the answer.
